THE INFORMATION MUST INCLUDE YOUR NAME, THE EXAMINATION NUMBER AND EXAMINATION TITLE.***</strong><br><br><strong>ONLINE FILING ONLY FOR THIS EXAMINATION.  APPLICATIONS SUBMITTED VIA U.S. MAIL, E-MAIL, FAX, OR IN PERSON WILL NOT BE ACCEPTED</strong>. <br><br><strong>Current employees in the unclassified service who meet the following criteria also qualify to participate in this exam:</strong> Unclassified employees who have attained permanent County status on a classified position by successful completion of the initial probationary period, with no break in service since leaving the classified service.  Full-time employees in the unclassified service with at least six months of full-time experience in the unclassified service by the last day of filing.<br><br>Withhold Information: Permanent employees who have completed their initial probationary period and hold a qualifying payroll title may file for this examination if they are within six months of meeting the experience requirements by the last day of filing.  However, the names of such employees will be withheld from the certification list until the required experience is fully met.</div></div>A Water Service Worker is responsible for performing a combination of the following essential job functions: installs, maintains, and repairs service connections, water mains, meters, hydrants, and water storage and pumping plant equipment; cleans and maintains tools and equipment; sets up traffic control for work sites; makes connections to existing water mains, installs valves, pipelines, and service connections; uses hydraulic, pneumatic and hand tools to break pavement, drill, dig, backfill and repair pavement; cuts, threads, fits, and solders pipe; reads water meters; tests and repairs meters in the field or shop; investigates and resolves routine customer problems, including shut-off procedures; conducts limited technical inspections of water system improvements performed by private contractors; completes all applicable paperwork; for example: timesheets, meter exchange reports, and maintenance records; operates and maintains vehicles and equipment for installing water system facilities and excavating and backfilling operations; transports construction equipment to and from work sites; may respond to emergencies during normally scheduled time off and work unscheduled shifts to meet emergency requirements; and requires driving vehicles or equipment with a gross vehicle weight of 26,000 pounds or more to and from work sites.<strong>SELECTION </strong><strong>REQUIREMENTS</strong><br>Four years' of experience in the installation, maintenance, and repair of water service facilities, one year of which must have been as a Water Service Helper II in the service of the County of Los Angeles Public Works.*  Experience in plumbing installation, maintenance and repair, steam fitting work, or industrial pipe fitting may be substituted for up to two years of the required experience.<br><br><strong>LICENSE</strong><ul><li>A valid California Class C Driver License is required to perform job-related essential functions.<li>A valid California Class A Driver License may be required for appointment to some positions in this class. Persons who cannot hold a Class A Driver License because of a medically documented disability may be exempted from the license requirement.<li>A valid Water Distribution Operator Grade D1 Certificate issued by the California State Water Resources Control Board is required.</ul><strong>-AND-</strong><ul><li><strong>Possession of a valid Water Distribution Operator Grade D2 Certificate issued by the California State Water Resources Control Board; or must meet such </strong><strong>certification requirements within six (6) months upon appointment.  </strong></ul><br><strong><strong>License Information:</strong>  </strong>Successful applicants for positions that require driving must obtain and present a copy of his/her driving record from the California State Department of Motor Vehicles before final appointment.  Applicants should not present a copy of their driving history until asked to do so by the hiring department.  The County will make an individualized assessment of whether an applicant's driving history has a direct or adverse relationship with the specific duties of the job.  License must not be currently suspended, restricted, or revoked.<br><br><strong>PHYSICAL CLASS</strong><br>Physical Class IV - Arduous: Involves frequent heavy lifting over 25 pounds, often combined with bending, twisting, or working on irregular surfaces; and occasionally requires extraordinary physical activity.<br><br>The County is required to comply with the Federal regulations which require pre-employment, post accident, reasonable suspicion, return to work, follow up and random urine drug and breath alcohol testing of employees who carry commercial driver licenses and who are assigned to drive certain vehicles.<br><br><strong>REQUIREMENT INFORMATION</strong><br>*To qualify, applicants must have County status as a Water Service Helper II as evidenced by holding such payroll title for the required period of time.  <strong>NO OUT-OF-CLASS EXPERIENCE WILL BE ACCEPTED.</strong><p> </p><div style="text-align: justify;"><strong>EXAMINATION CONTENT</strong><br>This examination will consist of two (2) parts:<br> <br><strong>Part I:</strong> A written test weighted 50% covering: knowledge of safety rules and regulations, heavy equipment operations and maintenance, Federal and State Regulations pertaining to water quality, Water District's Standard Specifications, proper maintenance, and operations of water system construction materials; mathematical ability, and ability to read water meters and interpret construction plans. In addition, candidates are encouraged to review the following for the written test.<br> <br>     1.) Waterworks Districts Standard Specifications<br>     2.) California Administrative Code – Title 17<br>     3.) California Administrative Code – Title 22<br> <br>Only those candidates who achieve a passing score of 70% or higher on the written test will be eligible to proceed to Part II of the examination.<br> <br><strong>THE WRITTEN TEST IS NOT REVIEWABLE BY CANDIDATES PER CIVIL SERVICE RULE 7.19.</strong><br> <br><strong>Part II:</strong> An Appraisal of Promotability weighted 50% which will evaluate such factors as knowledge and skills, personal and public relations, productivity, written and oral communication, adaptability, and dependability.<br><br><strong>Candidates must achieve a passing score of 70% or higher on each part of the examination in order to be placed on the eligible register.</strong><br><br>Final results will be sent by U.S. postal mail. Test scores cannot be disclosed over the phone.<br><br><strong><u>ELIGIBILITY INFORMATION</u></strong><br>The names of candidates receiving a passing grade on the examination will be placed on the eligible register in the order of their score group for a period of twelve (12) months following the date of promulgation.  <strong>NO PERSON MAY COMPETE FOR THIS EXAMINATION MORE THAN ONCE EVERY TWELVE (12) MONTHS.</strong><br><br><strong>SPECIAL INFORMATION</strong><br>The County of Los Angeles is a Fair Chance employer.
