JOB DESCRIPTION

DEPARTMENT/PROGRAM: Wind River Energy Commission

POSITION: BookKeeper

HOURLY: 38.00 SALARY: 79,040.00

SUPERVISION: This position is under direct supervision of the Wind River Energy Commission Director.

GENERAL STATEMENT:

This is a key management position responsible for effective development, implementation and administration of the Financial Management System. The Bookkeeper provides management direction and accountability assuring efficiency of operations, effective administration and quality service delivery.

The Bookkeeper develops, implements and evaluates department accounting policies,

Procedures and record keeping, and reporting systems. Operates programs in compliance with Tribal, State and Federal Law regulations. Interfaces with the Wind River Energy Commission to assure resources are managed in an accountable and ethical manner.

DUTIES AND RESPONSIBILITIES:

  • Develops financial reporting systems and will be responsible for managing and evaluating Finance, Contracting and Property/Procurement with the authority to uphold financial management system polices and procedures for enforcement and compliance.
  • Develops and oversees the updates of the WREC Accounting Manual on annual basis, including recommends Financial Management Systems Policies and Procedures.
  • Coordinates an annual budgeting process with Wind River Energy Commission.
  • Oversees the annual independent audit for the Wind River Energy Commission for the purposes of the Combined Financial Statement Audits for purpose of Governmental Accounting Stands Boards (GASB) statement 34, and any other audits that may be required.
  • Initiates and oversees the Wind River Energy Commission’s ability to secure any and all financing for whatever purpose deemed necessary by the Tribe to be in compliance with all financial covenants.
  • Responsible for monthly, quarterly, and annual financial closeouts and reporting.
  • Provide the Wind River Energy Commission with monthly, quarterly, and annual status and closeout reports for all funding including contracts and grants, indirect cost pool, general funds, investment data and trust accounts.
  • Directs development of an automated accounting reporting system in compliance with Tribal, Federal and other applicable laws that govern use of government funds. Develops and recommends fiscal policies and procedures; established accounting controls in compliance with General Accounting Practices and OMB guidelines. Assure that the tribal government carries out audit requirements in accordance with the Single Audit Act.
  • Establishes the Indirect cost proposal and monitors compliance with specifications contained therein. The bookkeeper interfaces with the Joint Financial department to assure indirect funding allocations adequately support operational requirements. Manages the Indirect Cost Agreement in compliance with Federal specifications for cost reimbursement.
  • Reviews, analyzes and interprets financial and statistical reports and advises program management in financial matters, prepares or directs preparation of a variety of specialized financial management reports, financial statements, and schedules and analyzes.
  • Assure that financial transactions are completed in an accurate, timely and efficient manner.
  • Monitors chargers to the Wind River Energy Commission to assure they are reasonable and necessary.
  • Reviews documentation, evaluates expenditure activity and monitors cash flow status.
  • Prepares business activity reports, financial statements and forecasts.
  • Makes journal entries for monthly, quarterly, and yearly reconciliation.
  • Performs monthly bank reconciliation, income Statement,balance sheets & cash flow statements.
  • Ensure all year-end accounts are property reconciled and ready for financial Audit.
  • Participates in strategic data analysis, research and modeling for leadership.
  • Manages all Wind River Energy Commission investment and assures that accounts are managed in compliance with funding source requirements.
  • Works in a responsive and cooperative manner with the Wind River Energy Commission to assure quality control and accuracy of program records, and financial reports.
  • Responsible for modeling high standards of honesty and integrity in all matters relating to employment with the Wind River Energy Commission including conducting themselves both on and off the job in a matter that brings credit to the Tribal government.
  • Day to day financial operations (Payroll, Purchasing, Accounts Payable & wire transfers).
  • Manages policies, budgeting, training and regular assessments of financial procedures.
  • Creates strategic business plans based on analyzing historical data and financial forecasting versus actuals.
  • Interfaces with grants agencies and Tribal management system personnel to assure programs are managed in compliance with applicable regulations and Tribal Management System polices and operating procedures.
  • Provides technical and personal support to the Wind River Energy Commission when the need arises by reviewing ,commenting, or making recommendations for improvement.
  • Duties and responsibilities will include other activities and areas as needed to carry out the position functions.

SKILLS & QUALIFICATIONS:

  • A Bachelor's Degree from an accredited university or college in Accounting with five years supervisory experience in Government Fund Accounting, program planning, budgeting, and contract and grant administration. Official college transcripts must accompany the application.
  • A Certified Public Accountant or Certified Management Accountant designation is preferred.
  • Experience managing P.L 98-638 contract and budgeting, reporting and accounting processes, including establishing and managing Indirect Cost Agreements.
  • Experience with OMB Rules and Regulations that govern contracts and grant administration and tribal government.
  • Experience with the management of investment and trust accounts.
  • Experience with MIP Accounting Software.
  • Experience with Quick Books.
  • Must be bondable
  • Excellent communication skills and the ability to prepare and present clear concise reports, both verbally and in writing.
